Marilyn Oyler

Marilyn Oyler is the founding partner/ owner of Partners in Participation, LLC . Marilyn has over 30 years of experience in organizational development, community development, training design and delivery with expertise in participatory approaches to strategic planning, innovation, large-scale change, coaching and mentoring, public participation and collaboration. She is an experienced mentor trainer and ICA Certified ToP facilitator. Marilyn’s projects have included strategic planning and implementation, training of facilitators, and community development in the US and for 15 years in Europe, Africa and Asia. Prior to the establishment of her consulting practice, Marilyn was a member of the staff of the Institute of Cultural Affairs (ICA) for over 35 years. In this role she coordinated the collaborative development of the nationally recognized Technology of Participation (ToP®) course Series and trained more than 3000 people in the ToP courses including being the lead trainer in more than 30 advanced Mastering ToP programs. She has facilitated strategic planning for more than 100 corporations, nonprofit organizations, professional associations and government agencies using highly participatory ToP methods. She continues to be the National Coordinator of the Certified ToP Facilitator program of the ICA. She has facilitated numerous pre-conference workshops and sessions for the International Association of Facilitators, the Organizational Development Network, the International Association of Public Participation and the ICA in Cairo, Denver and Guatemala. She is co-author of chapters on ToP in both editions of the Change Handbook published by Jossey Bass in 2004 and 2007.

Recent clients include the American Academy of Medical Acupuncture, Central AZ Project’s ADD Water Project, City of Scottsdale, Emergency Animal Clinics, Franciscan Renewal Center, Global Board of Missions of the Methodist Church, Indian Health Services, Northland Cares, Oro Valley Police Department, Project Civil Discourse, Paiute Neighborhood Center, Red Nation Celebration, University of Nevada, Urban Land Institute and the West Yavapai Guidance Clinic Foundation Board

Marilyn holds an MA in Human Resource Development from Ottawa University and a BS in Mathematics from St. Cloud State University. She is trained in Whole Scale Change and Public Participation. She is a founding member of the International Association of Facilitators, the AZ Association of Facilitators and the Technology of Participation Network.
